Today I want to start with one question. What does your first reaction when you hear something quirky? Well! Mine is "To dig out all possible deets" and I will do so. Since 1 week I was hearing 'One Rank One Pension' news unabatedly and how ex-servicemen were protesting for their rights. Even I knew what it was but still wanted to explore.
PRINCIPLE CAUSE:-
This issue is as much old as UPA party is. Do you know this issue had been strengthening its roots in 1973 when UPA (United Progressive Alliance) party was known as INC (Indian National Congress) and led by Indira Gandhi Ji. When third central pay commission came into existence Indira Gandhi decided to terminate OROP. It generated perturbation between ex-servicemen but Koshyari committee was in favor of defense personnel and supported them, by proving OROP as a merit and had suggested government to implement this as soon as possible.
When budget announces in parliament every section has threshold. If we talk about age of civil or bureaucrat this limitation goes till 60 and 35 or 37 for defense personnel. So this perceives as every civil or bureaucrat is endow with more earnings because pension can't excess your salary on the contrary defense personnel has very limited means to swell his stipend. Retired enlist man does his subsistence on pension more than half of his life. This is not end yet. There is another catch also. Suppose you are an ex-service man and got retired before 2006 on the other hand your junior got his retirement after 2006 for serving equal length of service as yours but still he is liable to get more pension than you only because his retirement comes under 2006 pay commission. Thus, this is the sole reason why retired servicemen are protesting for uniform pension service under which pay commission should not be biased with date of retirement. Addressing the pension disparity government has been adopted the 'One Rank One Pension' policy.
Prime Minister Modi visited to Siachen Glacier on Diwali eve and promised them by saying "It was in my destiny that one Rank One Pension has been fulfilled". Even he made promise to all ex-servicemen to fulfill their demand on his much popular radio show "Mann ki baat".
Even finance minister has given the proposal to set aside the sum of 1,000 crore to meet this policy requirement in the year of 2014. After considering this fact my major sympathy with them.
Defense minister "Manohar Parikar" promised to defense personnel that good news is coming out of the blues. Well for this instance, this news will be the sheer music to their ears. Still one question strikes my mind, are they only worth for dying or being exalted as martyr?
